For municipal CFOs, SCM, internal audit and the MM office
Audit evidence, ready before the auditors arrive.
When the request for information lands, the proof sits in inboxes, shared drives and registry cabinets. We walk one workflow’s paper trail with your team and put the evidence in order before fieldwork starts.

The work was done. The evidence is somewhere else.
In 2024-25 the Auditor-General audited 10 830 municipal awards worth R65,12 billion. 216 municipalities (85%) did not comply with procurement and contract management legislation in making them.
Since 2021-22, municipalities and their entities have incurred R145,21 billion in irregular expenditure. Procurement and contract management non-compliance was the reason for 87% of it.
Most of these problems are not bad decisions. They are proof that cannot be produced, in order, when the auditor asks. That part is fixable before year-end.
- SCM award files
Files arrive incomplete
A declaration of interest, a committee appointment or a tax-compliance check is missing when the file is requested.
- Records
Evidence lives everywhere
Minutes in one inbox, signed copies on a shared drive, originals in a cabinet. Retrieval depends on memory.
- Approvals
Approved, but not provable
The right person decided, but the delegation, signature or date that shows it is not where it should be.
One award, three records that should agree
The award file, the contract register and the payment run are kept by different people. Irregular expenditure tends to hide where they drift apart, so that is where we look first.

A readiness check, small on purpose
One workflow, four steps, and a fix list your team can act on before the auditors arrive.
-
Discovery call
20 minutes on Teams or by phone. We agree the workflow, your next audit milestone and who owns the evidence.
-
One bounded workflow
We take a sample, such as a handful of recent award files, and walk the evidence trail with your SCM and records staff.
-
Evidence map & findings
Every required record, where it is and whether it is complete, with plain findings that point to source documents.
-
Next action
A prioritised fix list with owners, before fieldwork starts. You decide whether to stop there or go further.
Scope and cost are agreed in writing after the discovery call. There is no public price list, and your SCM policy decides the procurement route. No audit outcomes promised.
Pick one recent award file. Is this on it?
Six items from the free checklist. Tick what you could hand an auditor today.
Nothing you tick leaves this page. A self-check, not an audit opinion.
SCM Award File Audit Checklist: 15 items AGSA looks for
A plain checklist for testing one award file before the auditors do, from the approved need to the signed contract and any deviations. Each item names the evidence to have on file and the regulation behind it. Open on the page, no sign-up. Guidance, not legal advice.
